Cricket bowling: I am a left arm side-on bowler but can't generate pace at all. Please read details,..Thnx?

I am a left arm bowler with a fast side on action. However, I just cannot generate pace, even after using the upper body and arm rotation speed, the ball doesnt reach the other end of the pitch. Am a 15 yr old male. Any suggestions??? Plzzz help...
