The movie you are thinking of is called Bless the Child with Kim Basinger. Her sister (a junkie) comes home and leaves her new born baby girl with her to raise. The child is autistic, but has some interesting powers. The sister comes back with her new husband (who is in league with the devil) to try to turn the child to evil, instead of good.
